I almost lost my city at loading this evening. A chance I have materials stock and money to buy from traders …!
Just loaded my city and have the same issue. Cost more to repair than it would to build new buildings.
I am having the same issue with all of my buildings. Reloading the save or saving and then loading again seems to get rid of the green bar for me, but it still says that. It also takes FOREVER for my workers to repair buildings
This issue should be resolved with the just released v0.7.5d. You may need to restart Steam to download it.

Do you need to open a new file to load, or is it okay before?
