Toilet paper has only been a necessity since the invention of the water closet to not clog the drains. Need to check Port Valbury and Malmouth, but in DC there is still an outhouse.
Before that people used amongst other things worn out cloth. Rich people even used silk - so spend your riches on Silk Swatch.
