Leveling a Druid for Aether Primal Strike and it kind of sucks in my opinion that you only get access to it when you get the Conduit. Obviously people can name many examples of mods you only get access to at level 94, but i think adding a flat aether mod and lightning to aether to Primal Strike to this weapon would make leveling this build more confortable.
Is that weapon used in any, even meme one, build? Have not seen a single one 
. And why not leveling with Lightning PS? You have RR from Shaman mastery, even devotions are the same.

Ascended shoulderplates for 30% ele to aether…
Huh that’s actually kinda poor. Not that much conversion to aether for leveling. 
Is that a problem though since devos (Widow / Revenant / Scales) are hybrid anyway?
And some gear might be too (not sure, I haven’t leveled for Aether PS)
I have some very retarded idea for this weapon, but other than that it’s niche and usefulness are a mystery. My main concern is +4 to Overload on it, though. It seems so random. Imagine having skill bonus to Presence of Virtue on a EoR item, and not to EoR itself or Soulfire.
But anyway, leveling as aether PS sounds like a huge handicap for no apparent reason. And it seems for any aether Shaman it’s either Vortex of Souls or bust.
I’ve been meaning to do a leveling guide for aether into lightning PS using one of these, bummer it doesn’t hold in campaign without the conduit. Losing the conduit would then break vortex of souls support though on aether so I’m mixed. That said even conversion and a flat bonus on the carbine +current conduit isn’t going to break end game. Ranged primal strike without passthrough is underperforming anyway
