[Suggestion] Rework dev proc "tip the scale"

Hello, we have devotion proc " tip the scale "(dev scales of Ulcama) which is bad a resist reduction. I suggest improving it by adding radius, reducing cooldown and ADctH.

yeah, this thing, when it procs can actually give a really nice heal. problem is that it only has a 20% chance to proc when hit and has a 1.5 second cooldown. the RR on it lasts like what? 2 seconds? and on 1 target? making it fairly useless.
It would be far better if they perhaps reduced the damage or lifesteal, maybe even reduce the RR and make it AoE instead of single target and possibly increase the duration of the debuff. Then i might consider using it.

perhaps not AoE but at least multiple targets. Perhaps some kind of 5 or so “bolts of homing missiles” shooting out from you, zapping vitality and energy from nearby foes.

Just increase RR duration to ~5 seconds, so it will have great uptime VS single target, at least…
Also, i think damage type should be changed. Scales of Ulcama isnt vitality-based, nor is any other order-affiliated devotion. So why should it deal vitality damage on proc? It would make more sense for it to deal physical damage, for example.

physical damage will be mitigated a lot by monster armor.
Perhaps mixed damage like Bat’s twin fangs?
Vitality and Elemental perhaps.

My vote would be to make it AOE (if possible like Spectral Wrath), but reduce the ADCtH accordingly. With a 1.5sec cool down and 20% chance on hit, it’s not a very reliable way to apply the RR.

Yup,not great way to reduce RR.Even these small skeletons are better and more reliable source of flat RR.Making it AoE is sound proposal.

I’m fine with the addition of a radius. Went to take Tip the Scales the other day and was flabbergasted when such an AoE wasn’t there.

I wouldn’t want the cooldown or ADCTH (or both) lowered, though.

Yeah, it definitely needs big AOE to be useful. Reduce ADCTH but increase AOE to maybe something alike to Abomination poison explosion proc, but with bit less radius probably.

Right now the way it works RR might as well not be there at all.

completely agree, flat RR applied in an aoe would greatly help some vitality specs which struggle to get and decent form of flat RR, not to mention some other builds like 2h/dual wield oppressor. 20% chance when hit to apply a 22 flat RR to a single target for 2 seconds is almost completely useless.

i’ve not offen use Ulcama but i’ve made a new build for me that use it
and what can i say
Ulcama heal very well and give me a lot of mana
but i can’t see RR

could it be more brightly FX and work on several enemies like do proc from Mythical Cursebearer

I hope that that will be modified as follows.

  • Changed Flat Vitarity to Flat Physical. (Yellow mainly matches better with the physical constellation. Vitarity Build almost always uses Rise the dead.)
  • Changed skill to AoE with minimal range. (The reason is written above.)
  • (when not changed to AoE) Proc rate increased to 33%. Skill Recharge reduced to 0.5Sec
