If you have any flat IT damage on items or buffs, that implies to your weapon damage. Targo’s Hammer has a 35% weapon damage component so 35% worth of those flat damage get’s used on the proc, which multiplied by your % IT damamage stat (as usual), and by the extra % IT damage on the proc (additively).
So the proc doesn’t have any innate flat IT damage by itself, but the 35% weapon damage part might have some and its boosted by more % IT damage than it would otherwise thanks to the % IT damage boost on the proc itself.
At least thats how i understand it.

Conversion always happens first, then it checks the relevant damage numbers.

Assume you have flat 100 IT damage, no other modifiers. +250% at normal weapon damage would make it 350 damage. 350 x .35 = 122.
So at max rank and in this scenario it will give you roughly 122% of your flat IT damage applied to the hammer damage, yes?
It doesn’t in case of skill modifiers. So I wanted to know if IT bonus is a skill modifier or not, because there is no similar devotion proc in the whole chart.
Yea that’s an interesting question because IIRC conversion does not apply to Devotion procs, but in this case it’s a boost to flat damage that’s unrelated to the proc so now I’m lost.
Unsure how you got that impression, but Conversion fully affects any and all sources of Flat Damage, Devotion included.
The % IT would happen after Conversion through % Weapon Damage on Targo’s Hammers.

So if you have 15% Frostburn to Trauma, would the 15% be reduced by targos 35% to result in 5.25% Frostburn to trama conversion?
I remember someone saying lifesteal used to work that way, but was change so lifesteal always has the same %, although the damage it works on will be less.

Yes, that’s why physical/IT devotions and skills are neat. With enough %conversion they support any magical damage type.
