Firstly, there’s no duration listed. but i know the hammers spin around you for a while, anyone know approx. duration?
Secondly, it lists internal trauma damage… but the hammers don’t do any; which i assume means it BUFFS all your IT damage as long as a hammer is spinning around you? with a 0.1s CD you have hammers up constantly with high block, so if this really caps at +320% IT that’s a HUGE buff.

Targo’s Hammer has a weapon damage component, and the Internal Trauma bonus buffs the Internal Trauma component of that weapon damage. If your weapon attacks do not include any Internal Trauma damage, then the bonus will do nothing for you. It is not a global buff.
And of course any weapon damage hits from pther sources are almost always >40% so your hammer IT damage is constantly overwritten. It amounts to an entirely useless stat.
Only from non-weapon damage sources. Targets will only take dot damage from the highest %wpndmg source at any given time. So even if the 320% on the skill doubles your total IT damage it would still be overwritten by any attack with 80% weapon damage.
I don’t think it breaks it, but auras need to be active for the bound devotion to work. That’s always been the case. Menhir’s Will is just active under a rather specific condition… which isn’t necessarily a bad thing.
Binding Ghoulish Hunger to it might work, for example, if you don’t get nervous at 45% health. That way, presumably, you’d get the MW heal, and if you took another hit that dropped you back under the GH threshold in the next 10 seconds, a second circuitbreaker would take over. But GH (or another low-health devotion) wouldn’t go on cooldown if you just briefly dipped below 45%. Hmm, that actually sounds kind of good. Well, unless MW is on cooldown when you eat another crit.
Caveat: haven’t tested, just thinking it through.
Might be interesting if the other on-hit devotions, like Wayward Soul and Giant’s Blood, went to 100% when bound to MW, the way on attack devotions get a boost in proc chance when bound to skills with cooldowns.
On Block/When Hit devotions can only activate if the ability you bound them too is also active. That is why you should always bind them to an always-on toggle buff like Field Command.
