What is the difference between tier 1 and? Second is there any use for tier 2?
Shelters and temporary shelters are different things. Shelters are the starting homes for your villagers and will upgrade to new tiers as your town becomes more prosperous.
Temporary shelters are for remote work areas so villagers can take shelter in them if the weather turns bad suddenly and they can’t get home. They don’t upgrade and aren’t lived in permanently.

Thank you. I miss communicated. In the menu there are two buildings shelter and temporary shelter, before the shelter upgrades to to the homestead. When does the temporary shelter do and is it really need, because the shelter is working as a temporary shelter in my remote work areas.
If you put a shelter out there then I guess a temporary one isn’t needed. Depends if it gets used though.

The peps are using shelters.
Then no need for a temporary one then.

Use them close to work sites far out away from your town. When the winter comes they will keep working and use that Temp shelter rather than stopping and walking all the way back to town.
I.E. They work longer into winter rather than walking ahead of time to arrive in time back at their house. Less time wasted walking all the way back.
If you see people walking back, you check the shelters and they are full you know you can put more out.
