Mandates are available at Revered level of reputation. So when I am able to purchase them, I no longer have need of them, since I no longer require increases to gaining reputation. I feel like I am missing the very, very obvious. Help, please?

You can put It in transfer stash, so you can use It in new characters.

Read their descriptions. Unlike Writs, they can be put in the transfer stash… Hence, your next character will have an easier time gaining reputation.
