As long as it’s enough to overcome the loss of the -10 cold/pierce debuff then go for it! The 10% phys/30% dodge is fairly nice, but it’s not needed you have more than enough survivability.

Not sure if this is any good, but I have never gotten (or noticed) an item with to granted skills before.
funny ! it’s quite rare but it happens. one skill comes from the MI and the other from the rare suffix. that’s why i’m searching for a Zarathuellan’s of Scorched Ends 
(maybe one day…)
farm untill the end of days, it will happen I have a few of them with different kind of affixes and proc’s
