I think your idea of a vitality conjurer will work.
I currently have one at like 76. My main difference is that I use a shield and 1her. My shield is The Meat Shield, as it is impossible to beat for raw health and regen. I get my block stats improved by some of the devotions on the top right(shield maiden, etc.).
I would post more but am on mobile, so I will just list a few of my opinons on what I experienced/do with this character. It is still a big experiment to me, and makes me excited to play since it seems to work very well.
I use Devouring Swarm as my go-to right click/aoe. I love building tanks, and always miss one of my favorite tank classes(Reaver from the game Rift), and DS lets me emulate the fun DoT style tank.
I haven’t touched Bloody Pox. I know it is decent damage, and it spreads well, but since I am a tank, I am trying to stick towards the skills that will heal me, at least for now. Since I get into melee for most enemies, having to be close for DS isn’t a problem.
I use Wendigo Totem max, with maxxed Blood Pact. Since I am concerned with single target not being great, the totem helps me in my quest to stack lots of vitality on my attacks. Also amplifies all the other vitality shit I will have going off from items and devotions.
I max possession and Second Rite, some points in Blood of Dreeg for now.
I do use Savagery and am far pleased with it. It is not as flashy as other spammable skills, but it provides some fun stuff. First, the stacking damage buff will make good use of the flat vitality I have from Armor of Azragor and Deathchill relic. Both those items give me flat Vit to help my melee scale with my bonuses. Also since some really good gear (ex. Bloodfury Shoulders) ends up with bleeding damage/bonuses, it helps those. Tenacity of the Boar is really strong. I was comparing it to Oak Skin, and was almost ashamed that I was tossing points into OS for the regen instead of Tenacity. It just gives so much more.
In single player stuff I have started using the Solael’s Decimation relic sometimes since the damage it does is fantastic. In parties since I have no reliable taunt, I always use Deathchill since I can’t on always triggering SD.
I don’t use Sigil of Consumption. It would be strong, but I have a very old chaos/vit witchblade that uses it, and wanted a different approach. Also, using Swarm instead allows more freedom of movement and coverage.
I hope something I have mentioned helps in some way. It is a fun game to me to try to stackloads of vitality on a melee conjurer, or to make using a shiel go a long way on a non-soldier, so this build has been a blast. My single target isn’t quite as bad as you might fear. With Wendigo with BP up, fully stacked Savagery, Swarm, and maybe a cast of CoV, the bosses go down soon enough to not be a headache.
