Theorycrafting - Non-Retaliation Retaliation

It only dawned on me a few days ago that Solael’s Decimation’s proc is capable of reacting to ranged enemies/attacks so I started pondering if it was possible to make a “retaliation”-like character that relied on amassing ‘% chance when hit’ procs and mixing them with Fevered Rage to deal damage.

Has anyone tried a similar concept?
