Perhaps there are several bugs
Collected for all the time in the game.
Have noticed this same action in several games, but in every case, either just clicking on the Fishing Hut or removing the Fisherman and immediately replacing him made the ‘No Fish’ message disappear. Never had to move catch area or the Fishing Hut - so far, and just had it happen in a game earlier today.
As far as I can tell, having the No Fish message does not change the actual catch of fish in any way: I have not seen any abrupt change in production from any Fishing Hut so marked.

If that’s the way it’s supposed to be, then good (just looks a little weird). If it’s a bug, it’s best to fix it during EA. And the game will get even better.
An ‘error message’ like that that has no consequence (no change in actual Fish Production) seems like a Bug to me - not a major one, but confusing to new gamers, and therefore one that should be addressed and fixed.
Everything seems to work.
I met the same problem earlier today. the fisher men seems to be working alright at first, then at certain time of the year, “no fish available icon” appear at the top of all fishing hubs. I don’t need to make any changes, the icon will disappear few seconds later. this problem happens every year and influence the fish output. I think it’s a disturbing bug.
This happened to me today. I just clicked on work area and left it in exactly the same place and the fish were back again.
