Time dilation I think is pretty good on any 2 hand shaman right now, just use unmodified primal strike with devotion falcon swoop. Unlike other gimmicky TD builds you don’t even need to invest skill points or energy regen to get great burst dps, you only to invest 2 maybe 3 skill points because of all the +skills from ultos and the damage coming from 0 cd 51% chance per hit falcon swoop.
