Transmute - where is the quest for this

I read “Following a short quest in the Forgotten Gods expansion, every Inventor will unlock the ability to Transmute your set items.”.

My character is level 82 and I have completed the entire game (including both expansions) on Veteran and doing Elite now, but my inventor does not let me Transmute an legendary item. So I presume I missed the quest. Does anyone know the name of the quest or who gives it out?

It’s a masked guy next to the Shattered Realm portal (in the middle of the FG starting area).
He doesn’t give you the quest immediately so maybe you talked to him too early and didn’t check later. When you first meet him he says something along the lines “i’ll have some job for you later”.

Think it’s the erulan tome quest in the oasis, it might be unlocked around docks maybe?

If you did that it should be unlocked for that difficulty. It’s the guy standing next to the illusionist in the starting city in FG.

Thanks, so I guess I had it unlocked on Veteran, but not yet on Elite. So I was able to transmute on Veteran, and I guess I will soon be able to do it on Elite.
