Only when you decline people immigrating into your settlement it will ask multiple times before they go away. Such as 9 people ask to immigrate you decline and instead of leaving they will ask again saying 0 people want to immigrate. You decline once more and it will ask you the same thing as before. After a while the text will stop appearing and they will leave.
