I am currently experiencing problems with willow bushes, that will not be harvested/foraged.
I tried with harvesting option (same as tree and stones) as well as with the forager shack. It is shown as available in the forager shack menu, but the forager will not harvest any (as seen in the Screenshot), even if put priorized. The workers go into idle if I place the work area around willow bushes as only available ressource.
As I have been unlucky with traders coming to town and not selling any willow yet, I wasn’t able to use the basket shop.
The problem ist most likely that the plant is too far inside the lake so the forager doesn’t see it as accessible.
I had the same issue with herbs in a lake for many seasons, they should spawn closer to the shore and this is most likely the case for any other plant spawning next to lakes.
Looks to be unrelated to the issue reported here, which was resources spawning in the water. What do you observe the forager assigned to that building doing?
