I started a new Primalist 2 days ago, I used a Champions merit to unlock the way points in normal difficulty. I finished all the quests in normal difficulty and all the dlcs. So I definitely turned in the quest at Fort Ikon. But now Ultimate difficulty is locked. Elite is unlocked but not Ultimate.
You need the Savior’s Merit.
