Upgrading dirt road to cobble stone - bugged but with images

Here is the road I’m upgrading … it’s been a while now:

Here are the professions (only 4 builders … OK):

So I have 1 builder (on the other side of the map) only on the task …when my laborers are idle (because I already have so much wood and stone).
So this builder brought stone to the road and … became a laborer ??? And the 7 builders I have now are all doing upkeep … no laborer wants to become a builder ? (out of the 417 I have)
