Upheaval can proc when not hitting a target, and the effect is applied wherever your cursor is. If you hold the Stationary Attack hotkey (default is “shift”) to melee attack air, you can hit things at ludicrous range.

not a hundred percent on this but trying an evoker of elgoloth vindicator atm i think upheaval proc’d hitting a rock but the explosion snapped to a nearby enemy. i think it once also happened hitting an enemy and it snapped to another nearby one.
