When clicking on pixels between the scroll bar and panel body (at vertical midpoint of panel), the UI panel rapidly flips between two scroll positions.
Example of how to reproduce:
- Open Buildings menu.
- Click on Resources to expand it.
- At the midpoint of the panel, click and hold down on pixel at left edge of scroll bar. Shown in red in screenshot.
