After upgrading two barracks to citidel/fort, one fort operates correctly and one does not.
The fort that is bugged shows the soldiers on the map and lists them when you mouse over the banner. Selecting the soldiers via the banner provides control, but they will not return to the fort.
Clicking on the fort says there are no soldiers assigned and that 24 slots are open. Yet the soldiers portraits are still shown. Attempting to un-assign any soldier does not remove them from the display but just turns them into normal villagers. The disband button is not active.

Do you have a save with the bugged fort?
Unfortunately no. Once I was able to resolve the problem by moving the fort, I overwrote the save game.
