On loading a saved game, the villagers do not recognize the existing dirt roads. They will travel a straight line from point to point, ignoring the available dirt roads. Sometimes it is as blatant as running adjacent to, but not on, an available dirt road.
i have a similar issue where after loading a save, all my buildings show that they may be innaccessible although they are accessible from built roads.
