Plenty of food in the overall food supply. Any idea why they would starve?.
Probably a case where they are stuck in one place, can’t move and end up starving to death.
Has been reported as a bug.
When you see people like that it sometimes helps to flatten the terrain next to them to make them move again.

Hm thanks . I’ll try flattening if I see them. I thought it might be a storage problem but storage seems all organized.
Worked it out. They were stuck in the Town Center. i hadn’t un-rung the bell.
