I see no melee savagery/primal strike beginner builds, but i do see lightning caster storm totem/wind devil vindicator beginner builds. Question : Does this mean the caster is the better way to go for a starter character?
Transmuted Primal Strike is considered one of the strongest and quickest tools to level with. You will be able to mow through normal/elite in no time. The progression is generally really smooth. Items honestly don’t really matter, just go for resistances and obviously lightning gear. This weapon is a good choice if you want to farm for one but honestly you don’t need to. For Devotions try getting Kraken ASAP, its pretty much busted early. Then work towards your general goal devotions and skills (Elemental Storm, Widow, Ultos, Spear).
If you ask me, I’d say Transmuted Primal Strike is the best leveling build of the three and its not even close 
i know what you mean im already leveling a primal strike build, my question was more for end game ultimate farming with no BiS gear, is primal strike worse than lightning caster in that regard?
I admit it’s been awhile since I played a faction gear/mi pstrike character, but I’d say they’re fairly equal. I think caster wins out just, because of safety. Particularly if you’re hunting nems or fighting bosses you can’t fully tank then the ability to run around and deal a ton of damage is rly valuable
No, this means that you just didn’t find one Beginner’s melee 2H Lightning Elementalist
There are so many class combinations one can do and it takes quite some time to make detailed beginner build guides (unless you just find a GT link from a veteran thread and add some text about skill point allocation when leveling up and calling that a guide LOL) so do not expect to find TRUE beginner guides for all class combos and play-styles possible.
You could go with the Elementalist as was suggested in the post above mine, and instead of Demolitionist skills take Deadly Aim, Word of renewal skill line and Inquisitor seal basically. Something like this for level 100 https://www.grimtools.com/calc/a2E13732
