My ritualist can cast only 1 storm totem for 1 try. Not like, for example, Ludrigan druid castig 3 totem for once, and another personage cast 3 mortar trap for once.

you indirectly answered ur own question here…
ludrigan, lights defender, pyran & certain mortar/storm totem items have skill modifiers that allow for more then 1 totem to be summoned.
so it’s not a bug FYI.
but it also Storm totem!
I thought that is a new quality of life mechanic, which allows me do not precast this over and over again.
Whats point of dat, if we do all but not this particular storm totem works like so? No logic.

No I think that is intended plus you can get +1 additional summon for vitality totems as well by using either Mythical Celestial Stone of Halakor - Items - Grim Dawn Item Database or Ugdenbog Stormstrife - Items - Grim Dawn Item Database for you interest.
Which it is when using certain items.
I will agree tho that I found it odd that valguur didnt get +1 burst as well.
