I like vitaly decay new gear support but i don’t understand the very,very weak flat damages of harbinger of souls.
Even with many synergies you get crappy damages.
A boost would be highly appreciated.
It’s completely in line with other skills.
Lets take a look at other exclusives with flat dot damage:
(according to grimtools which has it’s data straight from the game’s files)
Oleron’s Rage: 140-195 base trauma over 5 seconds at (28-39 per second) at 12/12.
Star Pact: 102 base frostburn over 3 seconds (34 per second) at 12/12.
Stormcaller’s Pact: 90-156 base electrocute over 3 seconds (30-52 per second) at 12/12.
Harbinger of Souls: 139 base decay over 3 seconds at (46 per second) at 12/12 .
It’s actually a bit better than the others.
I may be wrong but the damages progression of the skil remains weak.
It’s definitely not on par with the “top tier” DoTs, never been, nor all damage over time effects are equally effective.
It’s not the skills one uses or their “quality”, but mostly about itemization, devotion support, resistance of mobs, and resistance reduction. It’s what defines effectiveness when speaking about DoT builds, especially the latter.
Poison and bleed to rule them all.
I suggest to open an angry thread in the closed feedback section, and call developers names. They like it.
I was never able to make a viable bleed build because I would always hit a massive spongy-wall when I entered the Arkovian Undercity.
I love DoT builds, so I should try another bleed build, but I’m not sure what to pair it with.

Anyway, OP told his opinion on harbinger of souls (kinda in a vacuum) so i reflected on that.
On vit. decay builds overally, using Mythical Blood Orb to convert all the flat poison sources on Occultist to vit. decay sounds promising in regards of both itemization, devotion support and RR too.
You can’t breeze through undead with vitality decay as well 
Just free your mind of BoCs SoTs and shit, and let the AoM fever flow through you.

There are so many cool items which enhanced vitaly decay .i play mostly nightblade and decay was added both to antomy of murder and last synergy of shadow strike.
I try so hard to pump decay damages but i fail everytime.

I’m dead serious - the only way to make this lazy bastards work their asses off, is to call them names. The harder you push, the higher they jump.
But in the closed section, as here you may get caught by fanboys and it won’t end good. Really bad. I mean, really.
