To answer your question, it means “need something new//different”, it can also be taken literal but most rarely, underwater or in space for exemple.

no seriously, in the context of this song, yes it actually means that he needs a drastic change, as he is mostly refering to the society in general ( politics and other stuff). Us french-canadians would actually use the term “besoin d’air” or “changer d’air”.
