What's the craft rate on a Plaguebearer's Master's Spellblade?

I tried to make one of these legit, and crafted 60+ of them without seeing a single PBM prefix on a level 12 mule. I then crafted 450+ and didn’t see a single one using Grim Dawn Trained Hard to turn off mat requirements, just out of curiosity’s sake at the rate for crafting.

Someone suggested perhaps Crate had change the level required for the prefix to be crafted, so I tried on my level 79, and again crafted close to 500 of them.

This time, I crafted a grand total of one. I don’t wish to use this one as I feel like its cheating, but is the craft rate really 1 in 500 or even possibly 1 in 1000 or am I just getting extremely unlucky?

there is no way at 450+ you don’t get more than a few of them with whatever affix

Specific Prefix is hard to craft . Try crafting like 1000 at least and see what you get
