I’m leveling a vires might skater at the moment and I need to know for long term build planning if OFF fire RR applies to higher level creatures such as Nems and celestials? I couldn’t find a reliable answer to this in the current patch level of the game. Thanks!
It only applies if it can freeze enemies. For endgame there is a set that allows OFF to freeze nemesis and other bosses ( not celestials) , but it’s probably not the most suitable for a Templar.
Tl;dr don’t bother with it if you don’t use Mageslayer set.

Tbh the conduit on the test patch is sufficient to make it somewhat useful
