What's the niche for the crafted "mastery weapons"? Does anybody use them?

I looked at all the elemental builds using Wind Devils from 1.2.1.6 and could not find one.

found it Cyclone Elementalist after buffs
*also could have sworn i’d seen it in a beginner guide, but seems both ralf and RS logically used the totem dagger there
