Just finished GD on normal and saw that there was shrine available on elite at Burial ground. But when I had a look it was the shrine that had been activated in normal??
I don’t really understand your issue, but all difficulties are separate. If you unlock a shrine on normal, it won’t be unlocked on elite nor ultimate.
The shrines are the same on all difficulties. It’s just that atm not all the ones you find in Normal are there on Elite/Ultimate. Normal has 33 while Elite and Ultimate only have 20 each.

However, when Forgotten Gods comes out that situation will be reversed due to being able to skip difficulties. So Ultimate will have the most, Elite less and Normal even less than Elite.

Is that expected to be true only for shrines added in the new xpac areas? Or are all shrines being refactored?

In Forgotten Gods we are not only enabling every single shrine that is in the world on every difficulty in the game, we’re going to be adding new shrines to the world in places you haven’t before had shrines. And that means, if you go straight to Ultimate difficulty you will be able to get all 55 devotion points in one single playthrough. On top of that, with the upcoming patch we will be buffing the bonuses from Warrants, from Mandates and Writs so you can get your reputations up faster on your alts than ever before."
Shrines that currently don’t appear in Elite and Ultimate will plus more shrines are being added not only in FG, but also in other areas of the game on all difficulties.
I can activate in Elite shrines tah have already activated on normal 
bug? So i can have more than 55 points ?
