In normal, I never drop any before blood grove. Even in salazar’s hideout.
They can drop there in elite and ultimate though.
I don’t think it can drop before blood grove in normal.
I forgot to say that I was playing in Veteran mode.
I’ve done three runs of the tomb of korvaak in veteran and I had 19 seals before I used a couple. Thinking I might do some more runs as those seals are used in so many crafting recipes. Again not sure if RNGesus just adores me or whether getting 4 to 6 seals a run is pretty standard for that area?
This is strange. I got like 60 of them now after just completing ultimate. They drop really often for me, usually the most in act 4 where there’s the houses on the side of the road in asterkarn mountains and a bunch of those cultists(too lazy to check on the name in game)
one dropped from an elite for me, it was a kymon chosen soldier in fort haron
so i guess there is a really small chance of one dropping from popping the heroic spoils
I am act two Ultimate and have like 50 of them gathering dust in my stash. Some bloody cultist always drops it for me. Don’t use them for crafting at all.

It take like 16 to Craft one Haunted Steel from nothing and it is used in a bunch of stuff.
I am playing Lighting melee 2h Druid, so don’t need Haunted steel really 
This. The max I got out of them was 13 in one run!
3 minimum so far up to 13, and if youre fast thats quite a number! I really hope its not getting nerfed by mentioning it in the forums ;(
