Where is Scoutmaster Lysell?

I realize that this is an incredible question. I have found all five insignias from the dead soldiers, but when I returned to Homestead, Scoutmaster Lysell is not there. I have carefully searched every spot several times. I have used maps and checked the web.

Can someone tell me exactly where he is in Homestead?
