Why are dual wielding items redundant?

Why do nightblade and inquisitor items enable dual wielding? Those classes can already dual wield, so it’s redundant. I think there should be a rare affix that enables dual wielding, so that all classes can access it. Maybe put it on gloves, helmets and belts. I’d love to make an Ambidextrous Shockweave Sash or something like that.

There are items that give dual wielding of melee or ranged already in the game. Marauder’s Ammo Belt for example grants the abilty to dual wield ranged. Gunslinger’s Jacket does the same.

Because dual-wielding is not innate to these masteries. They still have to put points in skills to enable it.

Please no. There’s already too much universal access to various abilities. Let classes be different.

Just because all classes can access them doesn’t mean you have to use them.
