Let say I have mine out side the town, would I want to place the shop close to the mine ,inside the town or close to storage ?

I keep mine in town. Since they mainly collect from mines/pits and take it to storage if you don’t have too many of those production buildings then they will have some idle time.
I would say inside your town is best, as they perform other functions besides just mines and in theory less travel time with a central location. They also help move stuff around if its large quantities, so they can help moving bulk stuff in town.
Also, an idle wagon is not necissarily a bad thing. It only takes one villager and that way its ready when needed. Its less important in the beginning, but probably good practice to have enough wagons that one is idle at any given time, though I usually leave my first wagon shop empty until its needed for a distant mine and temp shelter. Mines right next to (or inside of) your town can function fine without them.
I still think its awkward that a wagon shop is a requirement for building mines, you can mine just fine without them and most of the time I build several nearby mines before I really want a wagon. Would love to get a mine slightly earlier without having to buy an empty wagon shop, it just doesn’t fit in well that early in the game and feels bad building it just for requirements every time.
Since im rambling, I also feel like wagons themselves are way too easy to build. It is a complex object in the game that looks like it belongs in a production chain with some iron ingots and flax required maybe. The game already has a trend of requiring things you have to trade for the first time, make wagons an achievement for the player not a strangely placed building requirement.
