why some of mythical items don't have their cool granted skills?

Hello guys,
Like the title, why some of mythical items have to be removed their nice granted skills from its normal version?

yeah, I know the skill modifiers are really good stuff.
But my opinion is, they don’t have just remove their granted skills,
as the mythical version items get skill modifiers.

I mean, is it too OP if the mythical item got both of them?
well I guess it could be OP for few of them.
but then, can’t the granted skills (for mythical ver.) adjusted bit,
not to be too OP?

Anyway, without cool granted skills, legendary items wouldnt be that cool.

For example, I just have realized the riftwarped grasp has cool doombolt proc skill, which looks cool and fun to see.

But the skill is removed for its mythical version, which is the BIS item for my build.
So, if I use the mythical version bit later, My DPS will be higher
However I will miss the red doombolts’ sparky landings. Really.

The devs consciously went this way as they thought (imho rightfully) the game was oversaturated with procs.

I mean, i remember (pre AoM) someone (probably JoV, not sure) posting a build clearing Valbury in decent time only ever casting Flashbang and CoF.

Ahh, if they thought so… well there would be proper reason.

But how about this?
Granted Skill : Boombolt (33% chance on Crit Attack)
Call upon fancy entropic bolt from somewhere above and it strikes down to the foe’s tinhead. it doesnt deal much but just looks very nice.

3sec skill recharge
2.5 meter target area
10 chaos damage
10 vitality damage
-30 OA
-30 DA (3 sec debuff duration)

Hmm, it’s just my opinion hahah.
