Will the damage conversion applied to a specific skill also apply to it's modifiers?

For example, will the dreadweaver’s 50% vit --> cold conversion to BH also affect dread’s flat vit decay damage? Will it also affect the flat vit damage from soul harvest?

It will for Dread I believe but not Soul Harvest as it counts as a secondary effect.
