I ran out of heavy tools, I needed to move them from windmills to the forge so I cold make more. I toggled production off so the heavy tools would move to out of the windmill (they did). But they wouldn’t go into the forge that was missing them unless I toggled that building off and on again.
*As a suggestion, maybe reduce building effectiveness to by 90% when heavy tools expire.
