Worksites (Sawmill/Firewood Splitter) Not Producing

My frontier settlement is slowly turning into Soviet Russia: I pretend to pay them, and they pretend to work.

As much as a fusion of Workers and Resources and Furthest Frontier sounds interesting as a thought experiment, I would prefer not to have my people freeze to death.

I have tried turning the building on/off, setting the workers to zero and back. Even tried checking and unchecking supply yards. Every once in a while they will produce a couple units of resource after loading a game, then they just get back to pretending to work.

Oh yeah, I have also changed to production quotas and turned it from auto to manual back and forth a number of times as well.

I hesitate to ask, but do you have enough wood for them to work with? Not having wood is a pretty effective way to not have planks or firewood, either.

Yes. I have over 400 logs, mostly in a nearby stockyard.

As a follow up, I ended up building other work areas then demolishing the pretend work ones, and it seemed fine. Rebuilt them later.

As far as I could tell from the production graphs, they took the cold months off (per usual), when back to work when it warmed up, met their production limit then stopped. All as normal.

When the lower limit of the resources were reached they went back to the shops and it said they were making their good, but nothing was being made.

After the scabs were well into production at the new mill and wood splitter, the under productive workers were forced moved to an area with wolf dens where they could deliberate and refine their views on labor rights.
