%wpn damage converted in a converted skill?

Is the % wpn portion also converted in a skill that has a transmutation applied to it?

For example:
Fire Strike 100% fire-> cold.
Does all %wpn get 100% fire-> cold when using FS or is %wpn never modified by a skill?

My understanding is that it converts the weapon damage as well, since it is part of the skill text and the converter applies to damage dealt by the skill.

Ok, thanks for the clarification.

I was thinking over some conversion order finesse, and if this is the case, that opens up equipment choices of questionable global conversions far a particular build. Specifically when a skill is the most important but it also has a high %wpn component.
