Zakul helm always has 4% cooldown reduction. I’ve done 20+ rerolls, crafts etc. I doubt that I got this unlucky that it is always 4% cooldown. Never saw 3% or 5%. Please check if it is bugged. Thanks!
I’ve seen a similar thing with mythical silver sentinel’s helmet. Always 4% CDR (never 3 or 5). And this is over the past couple thousand hours. 
Maybe a bug or extraordinarily unlucky?

haha it may be luck/unluck of course. I would love to hear if anyone ever got 3 or 5 roll. Unless everyone has the same luck:D
Same with Trozan Scepter. Before I assumed that grim tools simply has inaccurate info but now it’s in the actual game so something has to be bugged.
Same with moltenclaw slicer
I also noticed that the blacksmith lists 4% for 3-5 cdr for the example value for items that have this trait which is pretty weird as the example value for all the other stats is the lowest value.
