I have a very simillar lightning MT Elementalist with 2 pyran set pieces (chest and shoulder, to get lv24 mortar), Halakor amulet, hardcap Storm tortem Wind devil, the damage is great but my devoution route is quite defenseless and lack OA/DA. when i copy your devoution maps, things become a lot better now and i can clear crucible quite safe fast. Thanks so much for such a great build :)))

Some of the items supports Shaman as well and mortars+totems is excellent combination.

Hard to say. Might be. 30% fire to lightning to fire gives you quite a boost to Mortar dmg. But 40% crit dmg with this oa is also a lot.
