Even with max rolls you cant get 100%. And 70 flat to your autoattack is not important? It’s like the difference between flat physical Cadence at rank 18 and 24. This conduit is a no-brainer.

It never procs. You never kill things with RE at 3/12. You should take Revenant on this.
You don’t seem to understand the game mechanics. Global phys to vit doesn’t matter, mods like th one on the conduit come first. There is no logical reason to use the physical Blade Arc conduit instead of the aether Cadence conduit on an aether Cadence build. It boosts both your physical conversion and gives you quite a lot of flat dmg.
Also, you’re not using Blitz for assault so that the medal rune could be used for free movement (Rune of Fallen Kings would be best for this). This is important in SR.
It’s a matter of preference but on non-oathkeeper builds I always go for mobility rune that can target ground instead of an enemy. Especially when one of the masteries already has an attack mobility skill (Blitz is not great but it does the job). Dark Desires is good for oa shred in SR boss rooms. But being able to teleport or rush away to an empty space is priceless later on.
I can see from your screenshot your shadows are maxed and probably textures, too. I got crappy pc, too, and I play with everything at max low in Crucible. I didn’t mean to disregard your achievement but from the point of view of measuring build performance and the intricacies of buildcrafting SR is just not a good benchmark.
