general approach to devos is work your way inside out
start filling in all the builds tier 1 devos after unlocking crossroads, then you fill in tier 2s, if you can’t fill in/access all a build’s tier2 devos you use a temporary filler devo of the other tier1s providing that colours. Then you fill in the tier2s, remove the filler devos (and potential excess crossroads remaining), finally filling in tier3s.
That way a devo route will always be possible to complete
*keep in mind there is a difference in doing this/ being able to complete a devo map, vs unlocking them in a “semi-optimal” order during levelling, because end builds usually don’t have devo setups/orders based on levelling efficiency.
