no it’s not, you might just be mixing it up and think it means something else? - it means their base flat dmg + inherent dmg bonuses, that’s all, it’s not actual weapon dmg, nor actual skill dmg; these are different things, thus can have additional variables or effects ingame; but you can still use it to see their dmg changes
just like letting enemies hit you ingame doesn’t give you their true value either, because you can’t see the min max,
(and if you have any resist or armour or DA it can impact the readout too 
)
