Horses for police, buggies, carts.
Religious buildings to improve happiness. No medieval town without one.
Reduce crop damage to something more manageable. Provide better means of fertilization. Auto spread compost based on need.
Make using temporary housing mandatory for crew workers.
Allow policemen or some type if not army is chosen.,
