The first time i saw the evoker class, my first thought was building a cold devastation build with onslaught. Searching in the forum, i couldn’t find any build like that.
I made the following build more like an sketch:
I’m very new to build making, and haven’t tested it yet (i don’t have 80% of the itens). I don’t know if it will even work, so i’m searching for some advice (you guys are much smarter than me).
Stormfang is a really good Evoker set for Devastation and Winds and it can take a while to find the pieces on a fresh Fangs run. If you find the helmet blueprint you can craft the parts and transmute it though it’s resources intensive for a fresh account.
I took a Wereraven/Devastation Evoker to 100 and through Ascendant and it kind of evolved along the way based on the gear that dropped, it took a while to find an Arcanum Frigus and the Cold Devastation Conduit didn’t actually craft for me until after beating Beronath, so the journey looked like this:
I like Wereraven better than Winds and the Evoker can work great using Wereraven as a stat stick bonus with Winds as primary DPS to use Stormfang to its fullest so which route you go is very flexible. Pierce to Cold conversion can be done with Spectral Longswords prior to crafting Mythical Iceskorn Talons gloves. If you run Star Pact and Eternity relic you can plausibly get Devastation to be about 5 seconds to a cooldown for full uptime and I went Heart of Asterkarn eventually for the OA and used the Ascendant Hood for extra crit damage and Devastation length since cooldown was closer to 11s and it’s not too much damage lost from the partial conversion to elemental - with the Conduit that’s still 150 projectiles over 10 seconds.
I’m leveling cold winds/devastation Evoker from level 1 on Ultimate and Death’s Whisper Hood, Tormented Ribcage and Night Herald are my choices for good, cheap leveling gear. Then you pick up Groble Frost Effigy and Calcified Sash when you get to FoA and you can comfortably play until you get Stormfang.
Although I didn’t focus on Wereraven at all. I like to play builds in their final form as soon as possible which allows me to train muscle memory while leveling. Wereraven was great at the start but once you get some casting speed going on and get a movement rune, Winds clear things pretty fast.
