I have 3 farm place together and I had assigned 16 farmer for each one. Although the other fields are all having seeds planted, all my farmers are only working on one field even though that field has been harvested. While the other fields they don’t bother to harvest.

Welcome to the forum. 
Farming is a group effort so they will tend to all fields. And you certainly don’t need 16 farmers for each one. Leave that to the default that the field size governs.
Are the fields fenced off? If so did you build gates so they can access the other fields?
