Can you add an Inn that could be used to allow villagers to rest, eat and get warm on long walks instead of dying from exposure? And maybe keep the traders in town an extra week or so?

Ahh, you are correct. I didn’t know that, I thought they we’re temporary housing for workers until they could find a permanent house. Thank you.
They’re really only for emergency use more out in the sticks for your workers if they can’t get home before a blizzard for example.
Inns have been suggested a few times either as a separate building or an upgrade to the pub, but whether we’ll ever get them only Crate knows.

Temporary Shelters are also good close sources of Food (that never expires) for workers that are far from your settlement
