There are some Tier 2 buildings that require bricks to build or upgrade, but the brickworks isn’t available until Tier 3. I think the Brickworks should be a Tier 2 building.

I agree, but not for the reason you mentioned. Its fine to buy bricks in T2.
The problem for me is their production speed is LOW AF. Once you hit tier 3 you need 4-5 brickyards before you can feel you’re doing something.
Therefore T2 brickyard with more workers and/or production speed would be great.
